What is the problem? (You will explain how you know this is a problem by presenting evidence. You will get this evidence in part from your literature search. This means creating context (i.e., What is the specific problem for the specific priority population? What is the status of the problem/health concern currently? What are the desired outcomes for your program? How will the outcomes help the key decision makers to achieve their business goals? How will the program make a difference and serve to protect and preserve the priority population?).

The format for your title is simple as stated in the text (p. 28); however, the words you choose are critical because you want key decision makers to read it. Remember, the top-level decision makers are extremely busy and many papers come across their desk. You want your title to be specific, to the point and at the same time grab their attention.
