Assignment 3: Pick one question and write a short memo explaining your position. Peterson argues that modern governance occurs only rarely via traditional Weberian hierarchies or pure markets. Rather, public policies are made via some kind of hybrid arrangement involving a range of different actors which can be called policy networks. Based on this definition, one can raise a series of questions: Can public policy making be a rational process; that is, do policy makers have the ability to measure the consequences of their decisions? Does policy emerge in stages or are the patterns of the policy making process too complex to be perceived in stages? Stability of participants in a policy network – do the same actors tend to dominate policy making over time or do the number and type of actors change due to fluid participation? Does this create stability or allows for learning? Are policy environments insular? In other words, is it an exclusionary bloc or is it highly accessible by a variety of actors with their own objectives? Are the network members highly self-sufficient and independent from each other or do network members rely on each other for resources such as money, expertise and legitimacy? Does the structure of policy networks directly affect policy outcomes?
