Program evaluation utilizes many of the same techniques that are used in research. It can be conducted in quantitative formats, qualitative formats, or mixed method formats. The main distinction in program evaluation is that it seeks to evaluate the effectiveness and/or efficiency of a given service or program. Program evaluation is a useful tool both in the private and public sectors. Unlike research, program evaluation is applicable to only the program that is being evaluated and the findings are relevant to only the program under study. Program evaluation is gaining traction, particularly in the age of reduced budgets that lead to a review of the utilization of available resources. Individuals and funding entities increasingly want to know that their resources (including time and money) are being used in a manner that justifies the existence of these services or programs. In other words, are the services or products making any difference? Are they meeting their stated objectives? As a result, a starting point with program evaluation is to get an understanding of the mission statement of the organization or the specific program that one wishes to evaluate. The mission statement will indicate what the program seeks to attain and in what manner this will be done. It will also indicate the objectives that are sought as well as the target population for a program/services. For example, a free school lunch program may have the objective of encouraging school attendance and decreasing truancy among 8th grade students. By the end of the week, you will familiarize yourself with a counseling-related program in your community, possibly at your field placement site, and be able to answer questions about it on an exam that will be due this Sunday. You should identify a program that you want to evaluate, locate a mission statement if one is available, and decide on an element of their services that you would like to evaluate. Steps 1. Identify a counseling-related program for the purpose of conducting an evaluation. 2. Review the mission statement and/or objectives of the identified program. 3. Identify specific objectives to be assessed, and how you might go about assessing these. Remember: You are NOT actually going to a site to conduct an evaluation because our time is short. However, you will familiarize yourself enough with a program that you could begin to make a plan for how to evaluate its effectiveness. The program goals or objectives you seek to evaluate The target population Identification of key stakeholders Information required to determine whether the objectives have been attained Design that you propose to use to collect the information Method(s) for collecting the information including: proposed sampling procedures; ideas for possible instrumentation; procedures for collecting data Determination about how data will be analyzed and interpreted. Note: that because you will not be collecting or analyzing data, you will only be paying special attention to the content addressed in the first 7 pages of the article.
